What is a records system?
If people are relying on the information in it to do their job, it's a records system.
The only question is about the quality of records that a system will let you keep, and what capabilities you have to manage them afterwards.
There's a view perpetuated by certain standards and authorities that only certain systems are "good enough."
In practice, this means that people spend 95% of their time working in systems that some groups don't consider a "records system."
Which means that records is then seen as irrelevent, 95% of the time.
Unless we bend to the simple fact that if it's got information in it that people use it to do their job, it's a records system.
