What defines it in your organisation?
Personally, I think it's all about expectation.
Expectation is just what people expect of your program.
"Records is just the paper"
"Records is only about the past"
"Records is only about retention management"
"Records is only about compliance"
For many organisations, these are the expectations that people have about records.
It's going to stay that way until someone challenges the existing expectation.
Challenging it is all about setting a new expectation - and seeing how your organisation responds to it.
If they respond well - all you have to do is follow through on the new expectation.
And you've just changed the limits to what you can achieve with your records program.
