The records quality principle everyone forgets

Everyone tells their organisations to produce accurate, timely, complete (etc.) records, and then creates templates and encourages practices that mean the two sentences people need are on pages 7 and 12 of the document.
Quality SHOULD start with two ideas - necessary and sufficient.
